Sustainable tourism is a new topic that has been brought up since 1990s. This thesis deals with sustainable tourism from the point of view of international law. It first probes into the relation between the tourist industry and the economic development and the environment. The author believes that tourist industry is tools of development at first, because the industry can help promote and stimulate the economy, increase the employment opportunity, raise the exchange revenue. But at the same time, tourist industry should be used as a promotional tool of environmental protection, because it bases on the good ecological and cultural environment. In order to achieve this goal, the tourist industry must adopt the mode of sustainable development. Only sustainable tourism can help development while protect the environment. Only sustainable tourism can be called "green trade". Tourist industry is now the largest industry in the world, it should be included in the global sustainable development strategy and it should also be the content of international cooperation. The International community has put forward the concept of "sustainable tourism", "sustainable tourism" has been the objective ofinternational rules. The author analyses these rules the large parts of which are political declarations. Then she draws the conclusion that the function of these rules is limited. The same thing happens to the existing international treaties. Based on this analyse, the author puts forward the legal suggestion that International community should make special global environmental convention to deal with this question by drawing lessons from existing regional convention. The thesis also introduces the international organizations that are devoting to forward the development of sustainable tourism and the legal measures that all parts of the world have taken. The thesis deliberately probes into the environmental question that has been brought about by the boom of Antarctic and arctic travel. Finally the thesis analyses the environmental problem in our own country and it propose the corresponding legal countermeasure too.
