Developing and perfecting socialist market economy system decides on the reinforcement of construction of socialist law system.Governing country by law is the important content of establishing socialist political civilization. Political civilization and rule of law are connected together closely, correspondingly, rule of law has very important value to political civilization. Rule of law is the production, notable sign ,base and guarantee of the political civilization. Political civilization of China especially calls for rule of law.Governing country by law is reliable safeguard for country's long-term stability. It is the interests of the people of China to push socialist modernization construction forward while keeping politics steady. It has been proved by the history of the Party in power that only taking the measure of ruling country by law can the country be stable for a long time. Only leading the actions of the Party's and administrative departments at all levels into the path of rule of law could the political order's steady be implemented. Only insisting on and improving the leadership of the Party could we push the political stability forward, and therefore realize the social harmony and stability.
