Realizing The Diversity Of The Form Of The Public-Owned System In China

The goal of the economy system reform of our country is establishing the Socialist Market Economy System, whose basic feature is regarded the public-owned system as main body. It has become the key problem of establishing the Socialist Market Economy System to explore the organic combination of the public-owned system with the market economy. In the process of exploring the organic combination of the public-owned system with the market economy, we have put forward that the realization form of the public-owned system may and should be diversified. And we have made a large quantity of exploration on the theory and the practice, achieving significant accomplishments. But whether the public-owned system itself can be diversified or not is still a problem. In fact, the development of practice and the exploration of the theory have supplied a definite reply since the Opening-Up of our country.In this paper, the author puts forward the theoretical proposition that the form of the public-owned system is diversified on the foundation of absorbing the practical experience and the theoretical accomplishments; meanwhile, he also makes systematic analysis on the major bases and the major countermeasures of realizing the diversity of the form of the public-owned system of our country. The purpose is to exp1ain a theoretical problem and benefit for the organic combination of the public-owned system with the market economy as well as for the perfection of the Socialist Market Economy System.This paper is divided into 3 parts.In the first part, namely, the major bases of realizing the diversity of the form of the public-owned system of our country, the author elaborates the objective bases and the theoretical bases of the diversity of the form of the public-owned system of our country from the theory on the form ofthe socialist public-owned system and the fundamental realities in the initial stage of the Socialism. As far as the theoretical bases are concerned,. Marx and Engles's theory on the society-owned system is the first one. It revealed the essential feature ofthe socialist public-owned system, that is, united, social and private-owned system, which we should insist and make great efforts to reflect upon. On the other hand, their theory described the specific form of the socialist public-owned system on the high-developed productivity, that is, the unitary form of the society-owned system, which, therefore, we should not copy blindly. The theory on the socialist public-owned system with Chinese character includes the selected standard of the form of theownership, the meaning ofthe public-owned economy and the reflection on the main position ofthepublic-owned system raised by the CCCPC as well as the various forms of the public-owned system itself and the compound structure of the public-owned system raised by the economics circles in our country. They held out the essence of the socialist public-owned system and put away some individual conclusions. They are the second bases of the diversity of the form of the public-owned system of our country. Afterwards, the author brings in the-basic viewpoints on the form of the socialist public-owned system. As far as the objective bases are concerned, the level of the productivity of current stage of our country is the first one, whose low level, multiple arrangements and imbalance make a decision that the level of the "Socialization" of the public-owned system should not be too high and the form of the public-owned system has various forms instead of a kind of form. The other is the feature of the Socialist Market Economy of our country. The market economy is an economy form of the organic unity of the relationship of the property exchange with the form of the resource distribution, whose development depends on the definite and multiple property relation.
