The key that the enterprise survives is to have good benefits, the key of staffs development is to have outstanding achievements. If an enterprise want to make the good economic benefits, and also want to keep their staff's rising achievement, Besides correct leadership of the policy-making level, the carry out layer, that is to say, the ability of the spot leaders is the important respect that an enterprise can't ignore too. The reason is that they implement great principles and policies of the enterprise to be carried out. At present, a chief management problem of our country's industry enterprises is that elemental tasks are weak. Trace it to its cause, it is mainly caused by paying little attention to on-the-spot management, the leader's behavior and its appraisal method.To aim directly at the phenomenon of the less study on on-the-spot management, particularly on-the-spot leader's behavior at present, this paper selected petroleum pipeline enterprises(PPLE) as the target of research, this paper study the work from the foundation. In chapter 2, this paper summarized the concept of enterprise's spot, the distinguish and connection between leadership and management, the characteristic and definition of the spot leader. After that, this paper analyzed the current situation of theirs on-the spot management, the human resource management, the leader's behavior, and had pointed out the main problems exiting in them. In chapter 4, the paper designed PM leader behavior questionnaire according to the problems, and carried on statistical analysis, and divided the leader behavior into four types, then appraised of every type and compared the current situation with the appraisal results. Finally, with the aim and function of organization development, the paper worked out the synthetic scheme of on-the-spot leader's behavior about the PPLE, and had carried on results to feedback.This thesis takes the both methods of theories research and application design, the appraisal method of on-the-spot leader's behavior may be applied to not only PPLE, but also have certain guidance and reference for other companies groups.
