Along with the rapidly arising of Knowledge Economy on a global scale in 21 st century, it is clear that the talent capital, the highest level of manpower capitals, especially the leader talent capitals, is the most valuable capitals, which is capable to create much profits in higher grade. It is very significant to exploit and utilize leader talent resource and promotes to make the sustainable development of leader talent as the essential strategy of economic and country development. The theroy of manpower capital and sustainable development is inducted in the study on leader talents, with the utilization of the systems analysis technique and systemic analysis on the sustainable development of leader talents is made in this paper. Firstly, this paper discuses the concept of Knowledge Economic and its impact on talents and leader talents and indicates that the leader talents having characteristics of the times are needed in Knowledge Economic times. Secondly, after defining the connotation of the sustainable development of leader talents and its impact factors, the idea of sustainable development is inducted in the study on leader talents and the concept of sustainable development of leader talents is put forward. Thirdly, by means of methods of inspection and assessment on leaders, a index system of sustainable development of leader talents and its assessment methods are established. The potential capacity index of leaders is set up for the first time and a case study is made. Fourthly, the assessment standards of index of sustainable development leader talents are suggested. The level of sustainable development leader talents and the coordination of index is set up. Fifthly, by means of analysis of impact factors on sustainable development of leader talents, the approach-digging up, utilization and bringing into full play of leaders and unceasingly enhancing the quality of leaders, to carry out the sustainable development of leader talents is suggested. It is pointed out that intensive education and training is the very important basis to utilize sustainable development of self-conscious choice. At last, the author's practice being combed, the current status of the leader teams in Jiangsu colleges are analysed and the approach to carry out the sustainable development of leader talents in Jiangsu colleges is suggested as a case study.
