Research on public policy began in some industrial countries after World War II ,v and spread quickly to other countries and regions. Later, researches on public policy and other corresponding subjects have developed quickly. The reason why the research on it developed mushroomed is that problems every government is confronted with are no longer individual, single, still and invariable. They are related to and constrain each other, therefore these problems have become increasingly complicated, sharp, common, professional and changeable. At the same time, people focus their minds on concrete public questions related to their interests instead of the problems on the abstract theories and some matters of principle, for example, crime and social security, justice and economic development, and housing, hygiene, social security and public traffic.People are doubtful and discontented with government's ability to draft public policy gradually just because these problems are directly related to the improvement of their living conditions.The paper consists of six chapters which are divided into two parts. The first part mainly discusses the definition of public policy and its feature, the concept of public identity and the relationship between public policy and public identity which the second part aims to make a detailed analysis of the progress of the social security systems and existent problems in Shanxi province by illustrating the concrete cases during the development process of Chinese social security system, in particular, more attention is paid to expound endowment insurance, medical insurance and unemployment insurance in Shanxi province thus to offer some suggestions to the social security of Shanxi province. Finally, the paper verifies and dwells on the relationship between public policy.
