Farmer households become the mainstay of the of the rural economy development since the implementation of "Family Responsibility System" in China, the managerial behavior of the farmer's households production become an important factor for the rural economic development in the socialism market economy system. But the unbalanced regional economic development and regional income disparity are still existing and significant because of the difference of the natural geographic conditions, qualification and awareness of labors, etc. The farmer's income not only affects the fanner's standard of living, the quantity of livelihood, but also restricts their ability of adopting agricultural technologies and innovation in a large extent.In the research, the authors conducted the case study in Donghai County on factors affecting farmer's adoption to the environmental-sound vegetable production technologies and their learning behavior in making the decision on technology adoption the process. The study applied Participatory Rural Appraisal (PRA) and KAP ( Knowledge-Attitude and Practice) and made following findings and conclusions: Farmer households have "relative rationality" under the different decision-making conditions affected by different factors, the target of their production is pursue the maximum profit with minimized risks; Agricultural extension organizations are able to transfer relevant environment-sound production techniques to farmer's households. Most of vegetable growers have the knowledge and skill to properly use pesticides and chemicals. Extension organizations can also help fanners make the adequate decision on production; The techniques adoption decision-niaking patterns of farmer households with different incomes are significantly different, the techniques adoption rate of higher income households is obviously higher than the households with lower income.Based on the above findings and conclusions, the author made recommendations to improve the adoption efficiency of environmental-sound vegetable production techniques.
