Strategic Analysis & Solution Research On The Obstacle To The Sustainable Development Of State Enterprises

State enterprises are the pillar of the national economy of our country, whose reform is thus the key link to and the decisive factor in the economic reform. As a particular form of enterprises, the state enterprises, originating from historical reasons, have actual sources for their difficulties in the course of development. At the critical stage for the economic development and the state-enterprise reform, it is imperative for the solution of the further state-enterprise reform to correctly analyze the obstacles to their sustainable development, to strengthen their strategic adjustment, to cultivate their core competitiveness, to accelerate the establishment of modern enterprise system as well as to enforce the incentive and selection of the state-enterprise runners.The article intends, firstly, to elaborate the sources for the difficulties facing the state enterprises from historical angle; secondly, to analyze their obstacles by means of modern management and economics; and lastly, to reveal the practical solutions through static and dynamic analysis and concrete examples.There are four chapters in the article:Chapter one gives an overview of the state enterprises, including the recognition of their origin, distribution in different industries and definition, identification of their strategically predominant role in the national economy and optimization of industrial structure and indication of their unprecedented difficulties encountered in new situations.Chapter two, with the analysis of the actual obstacles to the sustainable development of the state enterprises from the aspects of their system, property right, internal management and external social environment, points out that failure to solve the above-mentioned difficulties will threaten their very existence, not to mention their economic role or sustainable development. Thus, the state enterprises must be further reformed.Chapter three, in light of the essential policy of having advance and retreat, endeavors and refrains, emphasizes on strengthening the strategic adjustment of state enterprises, cultivating their core competitiveness so as to improve their market competition, transforming the system of the enterprise according to modern enterprise system with the purpose of meeting the requirement of market economy, and enforcing the incentive and selection of the state-enterprise runners in order to set up an excellent team of dedicated entrepreneur.Chapter four summarizes the preferable experience in state-enterprise reform and conduct a practical research on the possibility and potentiality of the sustainable development of state enterprises.
