WTO Agriculture Agreement And The Problem That Zhengzhou's Agricultural Policies Improve

The systematical study on Chinese agricultural policy, one of the projects financed by State social science Fund in 2004, and there is no information of necessary policies on local agricultural policies on the internet.In the present thesis, firstly, the author analyses the impacts of the WTO Agriculture Agreement on Zhengzhou's agricultural policies. The impacts can be divided into several aspects: The Amber Box Policy mainly containing the policy is backed up by price will be limited, by AMS total amounts; Green BOX policy won't receive any influence from entering WTO and can develop freely; The "differential treatments" for developing countries provide a passage way for protective agricultural policy is becoming small; The export subsidy is apt to zero.Secondly, the author makes a research on the existing problems of agricultural policies: the fund devoted to agriculture is comparatively low; The constitution of agricultural policy is not reasonable; The system is not well proud.Thirdly, the author presents the idea that the agricultural policy system should be improved from all sectors of the operation:(1)To perfect the designing of the policy system; change the supporting way s to peasants and emphasize the general functions of government; pay adequate attention the specialty of agriculturaldevelopments in accordance with specific conditions; Give all considerations to the productive forces in Zhengzhou rural in the macro environment of socialist market-oriented economy; learn previous experiences and setbacks for future use. (2)To improve the target of the policy: The policies should aim at improving the peasant's income, protecting the essential factors of agriculture production and pushing on the development of the modern agriculture; It's level should be appropriate. (3) To highlight the emphasis of the policy: In the field of production and circulation, the former should be stressed; Among all kinds of methods, the economic measure should be placed on a prominent position; Lay stress on the competitive advantages.(4) To strengthen the auxiliary function of the policies. (5) To make sure of the implementation of the policies.Lastly, the author attempts to design the policy system emphasizing the key point: Defend the legal rights of peasants and adjust the policies to arousing the enthusiasm and creativity of peasants; Construct multi-devotion mechanism and improve the devotion policy; Strengthen the development of the new technology and it's wide application and perfect agricultural technology; Speed the organizing of agriculture and peasant; Promote and improve the industrialization of the agriculture; Push forward the information construction of the rural/economy and thus bring the agriculture into modernization; Reform the land property system and improve the rights of land use; Accelerate orderly transferring of the surplus labor forces and exploit the personal resource; Reform the macro-control of the agriculture and improve the circumstances of services for agriculture and peasant. Advance the optimization of the agriculture and rural/economic structure; Develop the high-grade agriculture structure; Establish the concept of sustainable development; Emphasize the improvement of agricultural resource and protection of ecosystem.
