On The Reason Andysis And The Research Of Precautionary Countermeasures Against The College Student's Crime In The Transforming Period

The college students mentioned in this paper refer to the full-time school in the common institutions of lighter learning since the 90s.The 90s is the turning period of the gradual foundation and development of Chinese market economy. The role of the economic lever is clear day by day, the social value point is individual increasingly and the college students' value trends are deeply influenced by the new viewpoints of the market economy and change a lot. The present Chinese college students are the special groups of national high cultural quality. They bear a heavy burden of constructing the motherland's modernization and they are the pillars of the state. Their thoughts and behavior conditions to a large degree have a direct relationship with the country's prospect and dusting. So the whole society should be concerned with the cultivation and education of the college students.Through a lot of investigations and analyses, the author comes to a basic conclusion: the present college students in the turning period have healthy thought and moral quality. Most of them have high ideals and comply with the disciplines. However, the phenomena of the college students' crimes becomes serious increasingly and the natures of these crimes becomes worse gradually the types increase, the means escalate unceasingly, the numbers of the offenders go up rapidly. The developing trend makes people 'concern about these conditions. This paper will be focused on the exploration of the characteristics, trends, producing causes and precautionary measures of the phenomena of crimes committed by the college students in the 90s.The analysis of the crime cause is a complex want. The crime cause is the product of social, biological, gelegraphic, factors and the subjective factors of the offenders, etc. These cause are multiple and coherent. Over a long period oftime, out research on the delinquency had either class nature or too much moral responsibility feeling which made our research work full of political or emotional colors. This paper tries to get rid of the traditional points of the research work about the crime causes of the college students, break away from the conditions of single class cause or moral feelings and analyze it with scientific spirit, historical feelings, social developing consciousness in the gross backgrounds of politics, economy and culture. It's not our purpose to analyze the cause. These analyses will be helpful to guide our research on the behavior's construction and type and also help us to form some operational precautionary measures. The research on the me cautionary system is all the way the weak points of the research on crime. The characteristics of the crimes committed by college students are different from those of the other delinquencies and adult crimes in the aspects of cause, natures, types and manifestations. So the precautionary tactics and measures should be different too. The prevention of college students' crimes should be constructed on the basis of the correct analysis of their current conditions and the scientific forecast of their developing educational methods, the judicial office should carry out the principle of education first and punishment auxiliary when dealing with the cases of college students' crimes. This paper will expound the precautionary measures against college students' crimes from the multiple angles of protection, controlling blocking up and try to find out the effective measure to cut down the college students' crimes to the lowest level.
