Investigation And Countermeasure Analysis Of The Crime Situation Of College Students

This paper is about the current situation and preventive measures of College Students' crime in Wuhan area.The author took colleges and universities in Wuhan area as an example to communicate face-to-face with undergraduates at colleges and universities,discuss the undergraduate crime issue with departments of public security organs,procuratorial organs and people's courts,and have mastered the current views of undergraduates on criminal issues.Moreover,combined with real cases and crime data of undergraduates in Wuhan on the basis of knowledge of criminology and criminal psychology,the author analyzed the basic characteristics of undergraduate crimes,such as the diversification of undergraduate crime type,the complexity and intelligence of undergraduates' criminal means,the diversification of subject matter of undergraduate,randomness of undergraduate crimes,gender characteristics of criminal undergraduates and criminal characteristics of undergraduates concerning violent and terrorist crimes.The problem of undergraduate crime has become a key research issue which cannot be ignored in the society and for which effective measures must be taken as it has severely affected social stability and campus harmony.How crimes arise is a rather complicated issue.From the view of criminology,it is necessary to first analyze the causes of the crime to study the law of crime,so that methods can be found to prevent and reduce crimes.Criminal behavior is caused by a large number of factors that are mechanically connected.So,according to the causes,process and the nature of crimes,the crime causes can be divided into internal and external factors.Throughout the phenomenon of undergraduate crimes,it can be found that some criminal characteristics have been reflected on undergraduates caused by factors such as individual,family,school,society,economy,or national custom and religious belief.Taking the characteristics and causes of undergraduate crimes as bases for the research,the human and life oriented principles shall be adhered to and the education ideology of all-party,whole-process and all-round education shall be as a guidance to make a full use of available resources and make great efforts to build an all-field,allplatform and all-weather crime prevention system of “joint defense and shared governance of diverse subjects” depended on the thinking about undergraduate criminal cases.By doing so,it can provide a more positive and safer environment for student growth,deepening reform of universities and the system of managing university affairs according to law in the new era.In this article,there are some points that can be used to prevent and reduce the undergraduate crimes.First,it is key to carefully analyze the psychological characteristics of undergraduates so as to provide full-cover of mental health guidance for them,promote the physical and mental health growth of undergraduates at universities,and discovery timely and supervise and urge treatment for undergraduates with abnormal psychological performance.Second,it is necessary to strengthen the safety and stability of the management of colleges and universities to establish a scientific campus grid management system and prevention mechanisms,so that the management and control of people defense,physical defense and technical defense can be made.Third,jointing with the public security departments,a scientific and rational Five Linkage Mechanism(in terms of education,prevention,improvement,propagation and horizontal linkage)of “Police” and “University” shall be established,with universities and university affiliated police stations as the main body.In this way,a linkage of on-campus and off-campus can be set up to jointly build a safety management and control center,so that multiple linkages can be implemented on-campus and off-campus together.In a word,it should take education as the main form,take prevention as a supplement,cooperate with others,publicize it by propaganda to achieve a collaborative governance.Forth,it is to improve the family environment,build a good family atmosphere and effectively change the family education pattern.And a collaborative fostering mechanism shall be established by universities through home-campus communication.Fifth,a risk management and control system shall be established.The main task of higher education is to cultivate senior specialized personnel with a sense of social responsibility,innovation,and practical ability.In a broad sense,any event that interferes with the task completion or disrupts the training process can be classified as a risk event.Specifically in colleges and universities from the external environment,the factors that may lead to risk problems are roughly: nature,social values,cultural traditions,economic development,education,and ethnic education policies;while from the internal view,it can be divided into individual factor and organizational factor.Therefore,the colleges and universities risk management and control guidance manuals shall be studied and formulated for undergraduates as a reference for their work.Sixth,it is necessary to maintain the stability of the environment around the university and completely eliminate all the cancer that is not conducive to the healthy growth of undergraduates.That is also an effective action to conscientiously carry out the spirit of the 19 th National Congress of CPC and establish a harmonious and civilized society.Seventh,the management of university by law must be promoted further.It is necessary to adhere to the principle of “equality for all” to make undergraduates(“unique” social groups)no longer be “unique”.
