Three Fundamental Institution In Prevention Of Radioactive Pollution Law

Exploitation and use of nuclear energy and technique in China have been accelebrating national economy, social development and overall national strength. On the other hand, prevention of radioactive pollution appears on the surface. terminated the situation of no laws to obey in prevention of radioactive pollution. By combating normative analysis, positive analysis and so on, the author attempts to make a preliminary study on three fundamental institution and put forward some counter-measures and proposals directed against the limitation of the present legislation. This dissertation contains 4 chapters.Chapter 1 focuses on a basic knowledge of radioactive pollution, main content, a fundamental institution, legislative necessity and sense of Chapter 2 discusses the environmental impact assessing regime, pointed out its characteristics and shortcomings, and suggests to extend assessing range and realize the objectivity and justice of examination and approval.Chapter 3 analyses license system. regulates license system strictly and systematically But it should perfect these aspects such as realizing examing and administrating organization's unifying, defining blowdown license, premium clause.Chapter 4 involves radiation monitor system, issues the distinction of monitor administrative department functions and powers, expands coverage rate of monitoring, supplementary to respond legal liability, etc.
