Large areas of cyanophytes have covered Chaohu Lake in July,2008, which endangers the sanitation of drinking water and health of inhabitants living along the Chaohu Lake. Since Regulations on the Prevention and Control of Water Pollution in Chaohu Lake Drainage Area (refers to Regulations hereinafter) was executed, it has been nine years long. In the beginning, to some extent, Regulations played a positive role in the prevention and control of water pollution. However, with the development of social economy along Chaohu coast, the over-exploitation and over-utilization of water resources accelerate the water pollution. The main contents of Regulations including the legislative gist, basic principles, fundamental systems, and punishment rules can hardly meet the needs required by the reality in the aspects of environment protection ideas, supervision and management.The author illustrates the functions of Chaohu Lake for social economic development and protection of ecological environment by analyzing the present condition and reasons for the water pollution in the area. Based on the analysis and experience of contemporary legislative and managing situation of prevention against and control of water pollution about China and America, she discusses Regulations' incompleteness in legislative gist, protection scope, basic principles, fundamental systems, punishment rules and some other problems in the execution. Finally, the author puts forward to improving suggestions on basic principles, fundamental systems, basic content and legal responsibilities, and draws out the suggestion draft for Regulations' amendment, trying to supply some positive advice for the perfection of Regulations.The paper is divided into 6 parts. The preface illustrates the research background, significance and writing purpose. The second part introduces the basic survey of Chaohu Lake, analyzes the present condition and the forming reasons of water pollution, and articulates the functions of Chaohu Lake for social economic development and ecological environment protection. The third part elaborates the current situation of water pollution legislation and management about China and America, and sums up the related experience. The fourth part expatiates on the basic contents and functions of Regulations, and analyses its incompleteness and existing problems in the executing process. Regarding to the problems mentioned above, the fifth part raises some suggestions accordingly. The last part works out the amendment draft for Regulations.
