Collective Security System (C . S. S) is an important sign which developed from traditional international "law to modern one. On the theoretical basis of the conception of the whole security of the international society, it aims at maintaining international peace and security. The very core of C .S .S is the implementation of international law control on armed force use. Taking collective obligatory force as its back-up, it is a security maintaining system using the universal international security organization--the United Nations as its existing form. The history of the Moderncollective security system is over fifty years since its birth when the second world war was over. In the main, it maintains the world peace and seeurity. It is an essential component of contemporrary international law system and the necessary safeguard of world peace and security. But, because of its defects on the system's design itself, O.S.S did not perform its duty very well, or even did not take any action on maintaining peace and security. Furthermore, the fact that the United States launched the Iraqi war unilaterally without the approval of the United Nations made the collective security coming to a crisis.The paper presents the history of the development of C . S. S in modern internatiomal law, analyses its law basis, the organization principle, the main contents, the function and the practice of C .S .S, then discusses a series of legal issue concerning C .S .S, such as the legality of using armed force, the definition of aggression, the issue of self-defence right, etc. The author studies the serious crisis the C . S .S faced which was brought by the Iraqi war and then gives his own viewpoints on the illegality of the war and the influence on C .S . S. In conclusion, on the basis of above discussion, the author gives his suggections on how the C. S. S would tide over its difficult period, i.e. how to improve and perfect the C . S . S in connection which its defects such as lack of effective tool of collective sanction. The main idea of the paper is that the C . S . S under the charter of the UnitedNations should be the tool of main-taining world peace and security, and also should be the tool of preventing the power and of protecting the interests of whole human beings. The ultimate aim of the C .S .S is to bring universal and everlasting peace and security to the people all over the world.
