Under the environment of power markets, with the development of free power trade ,congestion management is emerging. The thesis analyses some kinds of power trade, and then, considering different models of power market, different congestion management measures are proposed. Two methods are suggested to deal with bilateral trade. One takes into account variety of load elastic coefficient, the other utilizes curtailment proportion coefficient. The first one uses the price as signal to guide customers. The second one views influence caused by bilateral trade and importance of trade as whole. ISO using this means can cut bilateral trade one time to solve congestion problem. Under pool model, this thesis establishes mathematic model which aim at minimize the power purchase fee. In order to solve the model, primal-dual interior point algorithm and genetic algorithms are presented respectively. Primal-dual interior point deals with inequation constraints very well but it needs the objective function with higher-order partial derivatives. Genetic algorithms are on the contrary.
