State-owned enterprises play a very important role in our national economy. To develop social productivity and make our country become a comprehensive easy one, we must depend on the important effects of state-owned enterprises all the time. Along with the socialism market economy is becoming perfect step by step and establishing of the modern entrepreneur system, how to train numbers of excellent entrepreneurs is becoming the key factor to develop Chinese economy. At the same time, how to train numbers of entrepreneurs is significant to the reform of state-owned enterprises.However, state-owned entrepreneurs' construction doesn't allow optimizing in china presently, the mechanisms for state-owned entrepreneurs' growth in practice remains our concerns. This study mainly discusses that, based on some of existing studies and researches, the existing Chinese state-owned entrepreneurs' condition and the problems, how to form the principal micro-mechanisms favoring Chinese state-owned entrepreneurs' growth and its construction.The thesis consists of five chapters:Chapter one is the introductory one in the paper. First, it elucidates briefly the importance of study in the abstract part, in terms of institutional transformation of enterprises, we emphasize the necessity to construct the mechanisms of screening, incentive and restraint of enterprise-operators, and give research framework of the dissertation. In the second chapter, we discuss about the connotation, functions of entrepreneurs. In the third chapter, we conduct a theoretical enquiry about the effective ways of constructing screening, incentive and restraint mechanisms, and make a comparative analysis on the three mechanisms implemented in Japan, the United States and China. In the fourth chapter, we analyze the entrepreneurs and the mechanism for entrepreneur in state-owned enterprises in our country. At last, in accordance with the status quo of Chinese state-owned enterprises and the direction of their reform, we putforward the conception of constructing the mechanisms of screening, incentive and restraint of the operators in our state-owned enterprises.To sum up, we view the screening mechanism as the screener of the attribute and level of enterprise-operators' human capital, and the incentive and restraint mechanisms as the director and controller of enterprise-operators' efforts. On the micro level, whether enterprise-operators develop into entrepreneurs, or are average enterprise-operators, depends on the concurrent efficiency of the screening, incentive and restraint mechanisms. To improve their business efficiency, our country' s state-owned enterprises must improve the screening, incentive and restraint mechanisms, so that enterprise-operators may be encouraged to develop into entrepreneurs.The original idea of the dissertation is: The author analyses the systematic construction of the screening, incentive and restraint mechanisms of enterprise-operators, and on the basis of it gives a comprehensive discussion on the conception of improvement in screening, incentive and restraint mechanisms of enterprise-operators in our country's state-owned enterprises.
