Entrepreneurial choice mechanism is a key factor that influences the development of enterprises. Stated-owned enterprises of most of countries in the world have lower efficiency in a long-term because a reasonable entrepreneurial choice mechanism can not be set up. Due to influence of traditional culture and political system and planning economic system, entrepreneurial choice mechanism of stated-owned enterprises in our country is a typical entrepreneurial administration choice mechanism before reformation of stated-owned enterprises. It is not been changed completely for over twenty years since China's opening to the world. It holds many problems that are that the right and duty of selective subject are weakened in many aspects and that selective scope is limited and that selective standards are not norm and that selective procedures are not scientific. The transformation of entrepreneurial administration choice mechanism of stated-owned enterprises is related to all aspects of their reformation and become main obstruction of their reformation. So the transformation of entrepreneurial choice mechanism of stated-owned enterprises has important senses both in theory and in practice.The thesis analyses systematically entrepreneurial choice mechanism on the basis of summary of theoretical achievements on board and at home and investigation of experiment about entrepreneurial choice mechanism in western countries from the point of economic view. It appears that entrepreneurial selective subject of stated-owned enterprises must be marketized and that the signals about entrepreneurial abilities can be transmitted and discriminated and selected effectively only in entrepreneurial market and that entrepreneurial market selective mechanism is superior to entrepreneurial administration choice mechanism from the point of efficiency view. So entrepreneurial administration choice mechanism of stated-owned enterprises must be changed into their entrepreneurial market choice mechanism in order to promote the competitions among entrepreneurs and to restrain them and to decrease the principal-agent cost.The marketization of entrepreneurial choice mechanism of stated-owned enterprises is a complicated reformatory process, which is influenced by entrepreneurialmarket and corporate governance structure and scale of enterprises and so on. The establishment and imperfection of entrepreneurial market choice mechanism of stated-owned enterprise need set up a serial of corresponding mechanisms, such as entrepreneurial training mechanism, entrepreneurial appraising mechanism, entrepreneurial replacement mechanism and entrepreneurial incentive and restraint mechanism.At present the establishment and imperfection of entrepreneurial market choice mechanism of stated-owned enterprises should have several respects at least as follows. First, selective subjects should be marketized, that is, entrepreneurs of stated-owned enterprises should be selected by their board of directors. Second, selective objects whose selective scope might be inner entrepreneurial market or outside entrepreneurial market of stated-owned enterprises should be marketized. Third, selective rules and procedures marketized should be persisted.
