In ancient times, Japan established its civilization basis through learning and introducing Chinese civilization. After the "reform of MingZhi ", Japan followed the example of Europe and America and began its process of westernizing. And it became a powerful capitalist country with the guidance to "seek knowledge through the world ". After the world War II , Japan seized the advantageous opportunity again and the defeated nation has become "Asia phoenix " of today.Japan, which was always good at imitating, seemed quite at a loss when standing in front of the world and was confronted with fierce international competition. There is no ready-made model to follow this time .The introductions of advanced technology became increasingly difficult. The extended education of "examination-oriented " and the tradition of paying attention to technology and looking down on science were also come in for great challenge. In order to develop, Japan has adjusted its national strategy heavily and given prominence to the core status of creation.In the year of 2001, Japan raised an aim of obtaining 30 Noble Prizes in 50 years definitely in its second "Science-technology Basic Plan ". This caused the notice of all circles in Japan, even in the world. As everyone knows, the Noble Prize emphasizes to award the first finders and inventors in the scientific field. "Innovation " is the core of Noble Prize. Therefore, Japan's "Noble Prize Plan " was produced by the grand shift of Japan's national strategy of giving prominence to "innovation", seeking for development under the violent international competition. The economic development is still Japan's consistently policy.With the development of economy and enhancement of international status, our nation's crying for "breakthrough of zero Nobel prize "runs higher and higher. This is an optimistic sign of improvement of our citizen's general scientific and technological sense. Meanwhile, the author thinks, we should understand deeply Japan 's "Noble Prize Plan "essence of insisting economic construction. And we should rationalize our passion of the Noble Prize, do the basic work well, learn from Japan, insist the core of economic construction steady in 100 years and build an environment of "things be easily set when conditions are OK" for the Noble Prize.
