This paper will fully describe the developing and innovating history of the electrical industry in China. Through the history review, the actuality analysis and the prospect expectation during the development and the innovation of the electrical system, I will try my best to analyze the bottle-neck electrical price problem of the electrical system thoroughly, to meet the aim that the people will realize the electrical price reform is the center sector and the key content of the electrical reform. If the electrical price were not reformed, the electrical innovation would not be succeeded. Only the scientific and reasonable price system is built, the electrical system innovation will be carried out successfully.The paper is divided into four parts.I. The general situation of the electrical development:The Chinese electrical developing history is a hard work history, also a continuous groping reforming history. Since 1882 the electricity is generated, there is more than 100-year history. When the People's Republic of China was built, the total generator volume is only 1850 thousand kilowatt, the generating volume per year is 43 hundred million kilowatt-hour. Until the 1965 the total generator volume is12060 thousand kilowatt in China and the generating volume per year is 572 hundred million kilowatt-hour. The place in a competition of the generating volume per year was arranged from 25 in 1949 to 9 in the world. The electrical industry basically met the need of the comeback and the development of the economy and improved the people's life level. From 1966, the electrical industry had been influenced by the Great Cultural Revolution, so the developing speed of the electrical industry became the bottle-neck problem which lagged behind the national economy, and the electrical shortage phenomena began to emerged. During the early days in 1970s the electrical shortage was nationwide problem.The basic route which the economy construction is central work is carried out in the No. Eleven three-middle party. Because the electrical industry is the base industry of the nation economy, the Communist Party and the nation pay much attention to it. They have reformed the electrical investing system and made the policy that a lot of the people collect money to build the power plant. And the foreign businessmen is fit the policy. Since 1985 many foreign businessmen have invested on the power plant in China. Because the electrical construction has the long cycle character, during this period the electrical developing speed is still behind the improving speed of the nation economy. Because the electrical shortage problem was serious, the power is stopped providing in some areas and the electrical industrial bottle-neck problem is more prominent. That the reform needs to be deepened and the development needs to be speeded is come into the broad common understanding. On September 1987, the State Department held the meeting to speed the electrical reform and development and brought forward the policy that the government and the enterprise will be divided, the province is the entity, the electrical net will be united, the harmony is united, the money is collecting to built the power plant. In late ten years, the power unit was improved to 240% and the net increase of the power unit volume was 2.4 hundred million kilowatt and in 2000 the power unit volume was increased to 3 hundred million kilowatt in my country. In some aspects such as the big power unit, the high parameter, the big electrical net, the super high voltage and the automation etc my country is among the developed nations now.It took the power unit capacity 38 years to develop from 1850 thousand kilowatts to a hundred million kilowatts in my country,? and it took 7 years to develop from a hundred million kilowatts to 2 hundred million kilowatts, and it took 5 years to develop from 2 hundred million kilowatts to 3 hundred million kilowatts.
