The Study On The Issues And Solutions Of China's Electrical Administration Constructions

The informationization of the government department branches is an important part of the informationization of the government. The penetration function of the information techriology not only deeply influences the reformation and innovation of the administrational methods, but also accelerates the conduction of legal administrations. As its major part, electrical administration has become the primary part of the five applicational areas in the "information highway" that are promoted by the governments internationally. As a matter of fact, the application of information technology in management has switched from the "supporting" function beyond the administrative affairs and the "participation" function during the process of administration management to the synchronized reformation parallel with administrative affairs, the mutiplization of management efficiency and the promotion function of the management reformation.Under these conditions, the research on China's strategy and the solution of the administrative construction has its realistic and theoretical significance.This dissertation is divided into three parts:Part I: The explanation of electrical administration and the relevant theories. We start from the nature of electrical administration to illustrate the significance of electrical administration, the relations and differences between electrical administration and electrical government, and the application of electrical administration.Part II: We study the issues concerning China's electrical administration construction from the aspect of recognition, plan, service, legislation, security and competitions.Part III: In light with the realities of the present China, we bring forward the solutions for the development of China's electrical administration. The discussions and the realistic measures have special significance towards the construction of China's electrical administration.The innovative part of this essay lies in its close ties with the new development and the new requirements of china's electrical administration construction. It views the development of China's electrical development from a new perspective. The solutions and the measures that we put from in this dissertation is new, predictive and feasible.
