| The issue of application of Competitive Intelligence System (CIS) has been paid close attention by experts in Information Science and Management from both at home and abroad. The reason lies in that CIS itself has high actual value and Wide development prospect which has been proved by many big companies' successful experience. I choose this tissue for my dissertation just because the gap between the theory reach and actual need domestic which can give good chance to our professionals. Thinking on the front of the end user, I try to find a practical model and framework that can be referred to.This article talks about the application of CIS in three main parts:Part One: The foundation of applying CISThis part can be seen as a primary introduction of CIS and tells "what is CIS and what can CIS do". Combining with the research results of main experts, I conclude that CIS is a new kind of corporation management system, a collection of act on the intelligence with operating value by the organization pursuing competitive advantage. CIS can include the real entity and all the relating operation mechanism, working flow, method, and the configuration of staff. In a word, CIS is a basic function of today's corporation. Then I explain the six main function of CIS in detail, which are "Environment Monitoring", "Marketing alerting", "Competitor analysis", "Technology tracing", "Decision making assistance" and "Intelligence security". In the end, according to the confiscation met by the corporation in applying CIS, I explain the position of CIS in the corporation management system and show clearly that the key value of CIS lies in the design-making support. At the same time, CIS can also service for most departments in a company.Part Two: The Model of applying CISIt is not enough for corporation to just know the definition and function of CIS, a series of applying model and mechanism with practical value is more useful to the company. In this part, I focus on the model of applying CIS in order to show "how does CIS work efficiently". Based on the traditional Herring Model, I add new management factors of management and build the "improved CIS cycle" which include five steps of "Planning & Direction", "Information Collection"," Information Processing & Storage", "Analysis & Production"," Dissemination", and then I Detailed define every concrete work that each step should include to make the cycle clear to every reader. Furthermore, I research the whole model of CIS application from the two aspects of organization framework and operation mechanism, and emphasize the working mechanism of technology and person in CIS and how the two factors work together smoothly.In the end of this part, I put forward the "Three-level working model of CIS" and show clearly how CIS works on the three different levels in corporation as "Operation Level", "Management Level" and "Design-making Level". Concretely, on the Operation Level, the applying model of CIS can be scribed as "Embedded Connection Model", which means that CIS must cooperate with existing department and embed in the working flow, during this process CIS will collect information from all the staff and transfer the information into intelligence, and then use this intelligence during daily work, which makes a mini-intelligence cycle. On the Management Level, CIS works as a gear between other two levels, through this level design maker can get intelligence from inside and outside. So we call this kind of model as "Gear Driving Model". On the highest and most important Design-making Level, CIS will filtrate all the intelligence to and from those design makers for two purposes, one is to filter out those repeated and detail information and give only intelligence about discipline and tendency to design makers, the other is to protect corporation's own secret intelligence from being leaking by the managers unconsciously.
