A Comparative Study Of Sino-British Police Intelligence Model

In the 1990 s,a new round of police revolution swept Europe and the United States,the UK and the United States took the lead in the reform of passive police,in line with their own national characteristics of the police intelligence model.In 2005,the British police announced that the National Intelligence Model in England and Wales was fully implemented,which means the development of Intelligence-led Policing Model in the UK has been relatively mature.The National Intelligence Model constructed under the framework of the Intelligence-led Policing Model not only inherited the advanced police concept,but also paid more attention to the requirements for the standardization of the process.Through the establishment of Tasking and Co-ordination group,UK strengthened the cooperation with other departments under the police cooperation system.Public security departments in various parts of China are also exploring the model of Intelligence-led Policing,and the valuable experience summarized in practice provides a textbook for the construction of China’s police intelligence model.Based on the basic elements of the construction of police intelligence model,this paper provides a direction for the comparative study of the British National Intelligence Model and the Chinese police intelligence model,broadens the horizon of China’s overall intelligence research and strengthens the rationality thinking of the construction of the police intelligence model,for the future development of China’s public security intelligence has great theoretical and practical significance.Through the study the research found that the National Intelligence Model has been worked for more than ten years,summed up the positive and negative aspects of the experience,and China’s police intelligence model has its own advantages and characteristics.In the study of the British advanced practice at the same time,combined with domestic practical experience,it puts forward the construction of China’s police intelligence model in practical way.This research is divided into five chapters.The first part is the introduction,mainly introduces the research background and research significance of the topic,current situation of the researches at home and abroad,the research method and the innovation point and defines the basic elements of the construction of police intelligence model.The second part is mainly based on the literature research method,this part introduces the background of the development of the British police intelligence model,clarifies the three-level response mechanism of the National Intelligence Model and summarizes the distinctive characteristics of the National Intelligence Model.The third part is the introduction of the Chinese police intelligence model,introduces the development process of the Chinese police intelligence model,and points out the core objectives of China’s police intelligence work,sums up practical experience in the police intelligence model.The fourth part is the core of this research,through comparative research on the process design,information resources,personnel training,intelligence analysis and product and police cooperation in five aspects of the Sino-British practice to explore and draw on advanced experience,sums up the current problems facing China.The fifth part,according to the comparison found based on the problem,learns from the British practice,and combines with the actual situation,proposed ideas for the construction of China’s police intelligence model.
