Tender evaluation is the most important step in the process of tender evaluation and bidding selection. Based on fuzzy theory the synthetic evaluation method which fit the characteristic of hydraulic engineering has been presented aiming at overcoming the limitation of present tender evaluation methods. On this condition, the software of Decision Support System has been discussed.Beginning from the basic knowledge of tender evaluation and bidding selection system, the present procedure and methods have been discussed detailed in this paper and the weaknesses have been presented; based on fuzzy theory the synthetic evaluation method which fit the characteristic of hydraulic engineering has been presented aiming at overcoming the limitation of present tender evaluation methods; giving systematical analysis to the establishment of evaluation index system, hierarchy process structure index system has been set up which fit the tender evaluation of hydraulic engineering; finally the hierarchy process structure method and Delphi method have been studied from all methods for weights determination.Fuzzy synthetic evaluation method is a reasonable and scientific method for tender evaluation and bidding selection, which can remedy the weaknesses of decision making subjectively. In addition, it is favorable to the standardization of tender evaluation and bidding selection.
