| Natural forest is one of the material bases for the existence and development of human, but the uncontrollable destructive lumbering practices made the area of forest decline sharply. This aggravated the global ecological crises such as the desolate and boundless land, the shortage of water resources, frequent natural disasters, which seriously threatens human' s life. The big flood happened in 1998 around the whole country made our government realize the significance of natural forest, then they began to invest in protecting the environment and carried out the biggest project to protect the forest resources梩he Natural Forest Resources Protection Project. While because we are short of the comparative laws to support it, the trend of frequent destruction of forest can not be controlled essentially. In order to implement the project well, we need to draw up " Natural Forest Protection Ordinace" on the basis of "Forest Law" , only by this way can we make the project have laws and regulations to go by, and contain the deterioration of natural forest resources to maintain the biodiversity and the ecological safety of our country.In this thesis, the author analyses the present situation of natural forest in our country and the flaws of "Forest Law", puts forward the proposal of the necessity of legislation to protect natural forest, and also builds the legislative frame in the aspects of legislative aim, basic principle, basic system and legal responsibility.
