With an objective of coordinating natural forest resources protection and socio-economic development, studies have been made in the NFPP region on influence of the NFPP on local socio-economic development based on typical investigations and analyses of local natural resources, environment, and social and economic conditions. The specifics of the studies included positive and negative effects of NFPP on local stakeholders, stakeholders' interests and the motivation behind them, on the basis of which possibility for coordinating natural forest resources protection in the NFPP region and local socio-economic development was explored and the model, mechanism and measures suitable for forest resources protection and socio-economic coordinate development were suggested. The main conclusions of the study are as follows:(1) Based on typical cases studied, we concluded that NFPP had huge positive effectson improved environment and social-economic development across the nation and itsinfluence on the local region was especially obvious. (1) The ecological effects of theNFPP were positive as a whole, (2) In terms of economic effects, there were obviousnegative effects in a short run, and (3) Social effects were either positive or negative. Theeffects mentioned above mainly affected the stakeholders' interests of the NFPP region,which resulted in some conflicts among the stakeholders. The main conflicts included theconflicts between the natural forest protection and local forest mangers' production andlives, the conflicts between the natural forest protection and the existing forestadministration system, and the difference in ideas of natural forest protection among theforestry officials, workers and farmers. As a whole, the conflicts between ideas andinterests of various stakeholders were the root causes of all the conflicts. In terms of theNFPP region, we concluded that the externality of Natural Forest Protection (NFP) was theobjective cause behind the conflicts; the absoluteness of protection concept towards NFPwas the root cause behind conflicts; the national compulsory policies for NFP were theinstitutional causes for conflicts; and the existing rigid forestry administration system andan incomplete forestry property exchange system were the essential causes for conflictsoccurring in state-owned forest regions and collectively-owned forest regions, respectively.No integral planning for coordinate development of the NFPP region was the subjectivecause for the conflicts.(2) Based on the demand of local main stakeholders and fundamental information of the NFPP region, we analyzed the opportunities, threats, strengths and weaknesses that NFPP faced by SWOT method and believed that the general objective of forest resources protection and socio-economic coordinate development could be achieved.(3) Based on reality of the NFPP region, we had core elements viz. forest resources as a main resource and human resources as a motivation source selected, emphasized and theoretically abstracted to form an ideal model for forest resources protection and socio-economic coordinate development, viz. a model of economizing sustainable forest management-oriented ecological resources and a model of human resource development and utilization-oriented industrial transfer and restructuring.(4) In terms of coordinate development between forest resources protection and economic growth, we considered the key mechanisms were market system, multi-participation mechanism, interest-coordinating mechanism, and partnership cooperation mechanism. These interdependent mechanisms formed a framework for coordinate development in the NFPP region. Out of these mechanisms, market system was a foundation, multi-participation mechanism was a necessary approach to drive various forces to participate in the project within NFPP region, an effective interest-coordinating mechanism was the core to achieve coordinate development, and partnership cooperation mechanism was an important way to make use of forces outside NFPP regions.(5) In order...
