The issue of surplus rural labor force is one of the most serious problems in China from the end of 20th century to the middle of 21st, significantly affecting the economic modernization process of China. As the rural modernization level rises and the scale operation of rural lands forms a developing trend, the transfer of surplus rural labor force becomes an effective way to solve countryside, agriculture and peasant issues (three rural issues in short). In addition, the transfer of surplus rural labor force means a lot to urban development because it can promote urban productivity, help adjust urban industrial structure and accelerate urban industrialization process. Moreover, the transfer of surplus rural labor force is beneficial to the stability and unity of the whole society, and promotes the urbanization and modernization process of China. Therefore, this paper analyzes the important social conditions that affect this transfer, points out that industrialization, agricultural industrialization and peasant intellectualization are the main factors to facilitate the transfer, and suggests to solve this issue by means of coordinated and interactive industrialization, agricultural industrialization and peasant intellectualization while highlighting the policy environment and administrative conditions to realize the coordination and interaction from an aspect of regulative support. Accordingly, industrialization and agricultural industrialization create new employment chances for surplus rural labor force, peasant intellectualization ensures the capabilities required, and system reform shapes a policy environment.
