Employment is a foundation of the people's livelihood, and it is for a long time a great and arduous task at present and in the future in our country to expand employment. Since the reform and opening-up, with the acceleration of the urbanization process allover our country, the number of land-expropriated farmers changed into non-agriculture is rising. Their dropping living standard and the serious problem of unemployment has caused the great attention of the academia and governments. Under such backgrounds, Binjiang District of Hangzhou in Zhejiang Province has been chosen for study in the paper. Through the research of agricultural people to be given non-agricultural status in the district and the analysis of the current situation, will and ability of their employment, some suggestions on policy and institution innovations have been made. The thesis is comprised of the following five parts.In the first part the paper has introduced the background of the thesis, demonstrated the study frames and explained some basic concepts in thesis, also indicated the basic methods of research.In the second part the paper has summarized of our country background of urbanization of villages first, introduced the changes of identity value of agricultural people to be given non-agricultural status, described with the urbanization process the farmers was expropriated their land the unemployment of them, then put forward positive labor market policy, laid emphasis on the technical ability training of agricultural people to be given non-agricultural status.The third part has positive researched the unemployment problems of Land-expropriated fanners of Binjiang District of Hangzhou, and summarized the development of economics, the urbanization process and the workforce's supply and demand situation of Binjiang District at first, then pointed out the existing problem in economic development with the urbanization process of the district. Then questionnaire investigated and analyzed the employment current situation, employment will and ability of the land-expropriated farmers in Binjiang District made the foreshadowing with good grounds for policy recommendations of the next part in thesis.In the fourth part, according to the investigation and analysis above, has proposedseven policies to promote the employment of agricultural people to be given non-agricultural status in Binjiang District.The fifth part has tracked and investigated the policy of the training vouchers. One ofthe policy recommendations in the fourth part in thesis--the policy of the trainingvouchers has been carried out in Binjiang district in April 1 2003, and popularized in every district of Hangzhou (not include Yuhang and Xiaoshan District) on July 28. The author continued to track and investigate the performance of skills training vouchers in Hangzhou, and comparative analysis the policy of the training vouchers for peasant export of labor services in Changshan of Quzhou, Zhejiang province.Basic conclusion of this thesis, urbanization should fully respect and meet the employment will of peasant, would give play to the enthusiasm and creativity of agricultural people to be given non-agricultural status, and offer abundant employment chance of the self-development. Further and deepen market-oriented reform would be the key of the solution of the unemployment problem of the land-expropriated farmers conscientiously. In China city we should not only concern the present employment and Social insurance of agricultural people to be given non-agricultural status, but also the more important thing is to improve their employment ability in the future.
