The power corporations as one of the basic industries have developed very much in application of computer, communication and Internet technology. But the level of the power-automatization management in our country remains low and the methods of technology management relatively drop behind. The ratio of power loss in power line have been high for a long time and the situation of power theft is serious which take great economic losing to power corporations. The reliability of power supply and the quality of power supply need to be enhanced. The application of the system of power management and guarding against power theft based on moderalised information management technology satisfied the impendence need of enhancing the efficiency and quality of management and economic benefit. A large amount of basic power data and history power data have been accumulated while many power corporations didn't make rapid effective and general analysis on these data and the doing of power theft. But the implement to satisfying the object is Data Mining.On the basis of introducing the function, application effect and Data Mining technology, this paper analyses the shortages of traditional technology on guarding against power theft and the essence of power theft, analyses the connotation and algorithm principles of Data Mining technology, bring forward a kind of model guarding against power theft applying Data Mining technology in which the clustering algorithm and decision tree have been used. In the model the objective was made up with two sub-objectives. The model first analyses the characteristic attributes of power of different users using clustering algorithm and the difference of character between the normal situations of using power and the abnormal situations of using power to get the main characteristic attributes conducting to the difference. Secondly the model transfers these above attributes to classification principles to verdict the suspicion of power theft using decision tree, then uses these classification principles to predicate the type of the users. This paper elaborates the whole process of applying Data Mining technology into the system of guarding against power theft using Analysis Services, which is a kind of Data Mining implement of Microsoft.
