The improvement of the efficiency of government work depends on the self-construction of government agencies,in which the organization and personnel management plays an important role.At present,many government agencies have established organizational personnel evaluation system,and achieved good results.But from the current situation,there are still problems that the evaluation method is not scientific.Based on the process of organizing personnel and civil service examination and the mining analysis process of the examination result data and J2 EE platform,using the language of Java,the paper analyzed,designed and implemented a set of organization and personnel evaluation system based on Web.In the aspect of the demand analysis,it analyzed analysis function and performance of the system from the user's point of view;in the aspect of system design,it designed five parts that are the login module,evaluation module,evaluation management module,data processing module and system management module;in aspect of the implementation of the system,it discussed the specific implementation process in detail based on the design scheme;finally,the function of the system was tested.The paper established public servant examining model of the management,which used the way of quantitative evaluation and included subjective evaluation and objective evaluation,subjective evaluation including self-evaluation,superior leadership evaluation,staff with the level evaluation and subordinate staff evaluation,objective evaluation mainly being the complete situation of the incentives and indicators that the evaluated people tasked.The evaluation model has strong pertinence and comprehensiveness,using the AHP to design the evaluation index and having the standard process.It analyzed using data mining algorithms to solve the lower utilization rate of the data of the assessment results in the model of traditional personnel evaluation and the evaluation result being greatly influenced by subjective factors and other issues.It used the method of combing the clustering with decision tree data mining,divided them into different types according to the different evaluation scores of the different management personnel and selective analyzed the ability to work of all sides for the sake of the amount applied and making the best use.It described the use process of the algorithm and expounded in detail the process ofclassification algorithm selecting index and the object of study and analyzed the results.The organization personnel and public servant examining system based on J2 EE constructed a scientific and reasonable evaluation model and analyzed the evaluation results using the data mining algorithm,according to which we can grasp the work ability and personal quality of civil servants of management,which is conducive to reform government human resources and improve the service ability of the government.
