The Direction Of Organizational Reform In Chinese Government

The government scale issue is closely related to economic growth, social development and administrative efficiency of a country, which is influenced by many factors. So far, the government scale expansion has become a general tendency of public administration worldwide .Under this condition, it is an important goal to control the government scale to a moderate extent, which public administration reform in many countries is pursuing. At home, this issue has been concerned as a difficult point of organizational reform in government practice and theoretic research. The academic circles have shared many understandings about the function and role of government, but there are still disagreements about how to define the government scale moderately. The thesis tries to give a proper direction of Chinese government mechanism reform based on its exploration on the government scale.The thesis consists of five chapters. The first chapter introduces some related conceptions and criteria for the government scale research. The second chapter demonstrates the tendency of expansion of the government scale through some statistic, then introduces some analysis on this issue by western academic schools, and the general cause of the government scale expansion. The third chapter tries to put forward the regulations about quality and quantity of appropriate government's scale carrying on the method of economics. The fourth chapter introduces the condition about the scale of Chinese Government expansion at first, then analyses the special reason causing the scale of Chinese government to expand and reviews the condition of the previous organizational reform in government finally. The last part proposes that the appropriate government scale of china should be combined with the standard of high-efficiency which can draw enough finance firstly, and then puts forward seven suggestions in the direction about organizational reform in government on above basis...
