A Study On The Moderate Scale Of Government

The government scale is an important theoretical and practical issue about administrative reform. The government scale is closely related to economic growth, administrative efficiency and social development. The government scale expansion is a general tendency. Controlling the government scale to a moderate extent is a goal all the time, which administration reform in every country is pursuing. How to confirm the moderate scale is not only related to the objection of administrative system reform and the direction of organization reform, but also the development of market economy. The experience of foreign administrative reform shows that pursuing the moderate government scale is not only a hard process theoretically but also a hard process practically, but it has to be done. At present, there are some problems in government reforming of our country due to the lack of the scientific cognition and theories guiding practice to choose the moderate government scale. This paper is to provide theories and practical measures for the government reforming by studying the moderate government scale.The paper consists of five parts. The first part introduces some related theories about the government scale and definition of the government scale and studies the decisive factors in the government scale such as environment, politics, organization, culture, technology and so on. The second part analyzes the inevitability of the government scale and studies the negative effect of the government scale's expansion. The third part studies the moderate government scale from the prospective of economics and defines the moderate government scale qualitatively and quantitatively. The fourth part analyzes the evolvement of government scale of our country. The last one points out that the government scale of our country is not too big by comparison between our country and others. But the government organization is not rational in the structure. And it puts forwards the standards on our country's moderate government, which are the base of suggestions on our country's organization reform.
