A country's government scale is closely connected with the growth of its economy, administrative efficiency and social stability. Expansion is the general direction of the development of government scale. It is the constant goal of government's reform to construct a government with a moderate scale. But how to make certain the moderate scale of a government is still an issue, which not only relates to the final goal of political reform but also affects the development of one country's economy.The article first summarizes the relative theories on the scale of government and then brings forward the connotation and denotation of the government scale concept as well as its affecting factors. Then it expatiates on the inevitability of government expansion and the harm brought by an overexpansion in terms of economic development. Then with an example of Kunming City, it reviews the history of local government organizations reform in the city. After the quantitative analysis, the data indicates that the issue lies not on its quantity but on its framework. The article, at the same time, analyzes the interior and exterior factors on the scale of Kunming Government.Based on the quantitative research mentioned above, the article provides a possibly proper angle, viewpoint and detailed measure on how to construct a proper-sized government in Kunming. At first, the article introduces the vision and perspective on the public choice theory, new public management theory, new public service theory and governance theory in order to construct the moderate government scale; Second, according to the reality of Kunming, the article puts forward a guideline for constructing moderate government scale; then a comprehensive analysis on the possible relations involved is carried out so as to precisely participate the complication of constructing moderate government scale; at last, the article proposes six concrete measures:a. shift the functions of government and propel the organization reforms; b. strengthen the institutional organization management, curb the over-expansion of organization scale; c. develop electronic governmental affairs and promote the management efficiency; d. enhance the qualification of the public civil servants, and promote their working efficiency; e. cultivate a citizen society and develop the third sector; f. establish a practical system of government budget and supervision. Through referring to experience of the governance reforms in the western countries, we should effectively promote the government organization reform with shifting its function as the core and constructing a serving government as the target; accelerate the research on the institutional organization management, government performance management and government scale; promote the qualification of public civil servants and establish a sound public financial budget and supervision system; only by doing all these can we construct a reasonable movement scale and provide the system guarantee for the economic and social development.
