The relation between international labor migration and trade is not only one of pilot issues in the current western academia, but also one of the theoretical foundation for the policies made by the western governments. Whether or not the relation is substitutable and/or complementary is still not decided in the international studies. Therefore, the key points lie in the specific cases or modeling modes. However, what makes sure to an actual case is that there must be a definite relation between them.Based on the following three presuppositions, namely the "resource differences"," external economies of scale" and "international factor movements", as well as the Svensson(1984)'s mode on the economics analysis of the relation between China's exports and foreign labor services, this very thesis tries to draw the conclusion that the relation between China's exports and foreign labor services is complementary and accelerating to one another. Moreover, the conclusion is further divided to four parts as follows: firstly, the external economics of scale is the very factor in forming the complementary mechanism amid China's exports and foreign labor services. Secondly, the exports now in China contribute to and accelerate the foreign labor services Thirdly, China's foreign labor services do boost the exports. Lastly, the cooperation amid China's exports and foreign labor services exhibit the hierarchical status in different areas. Besides, an analysis of the complementary relation between China's exports and foreign labor services is further extended, where the latest concepts in the domestic studies are introduced, such as the "foreign labor services" in a board sense.During the empirical studies, such approaches as the co-integration test, Granger-causality test and categorization are adopted to support the previous conclusions from the perspective of data.Based on the previous research analyses and empirical studies, the conclusions are drawn in the final part of the thesis, where the following two suggestions in policymaking are proposed: "resolutely implement the guiding ideology of 'grantneconomy and trade' and omni directionally create the strategic advantages for the exports and foreign labor services" and "actively accelerating the formation of the benign recycling mechanism as to the exports and foreign labor services in central or western area".
