Since IMF was set up in 1945, it has been playing an important role in the international financial market. In addition, since 1970s, IMF has carried on a series of reforms, which made it connected with developing countries more closely. This thesis has applied four kinds of theories such as global governance theory, interdependence theory, international institutions theory and international public goods theory to explore the IMF from different perspectives. Moreover, it also has evaluated and analyzed the views of the IMF' s critics and supporters. In order to draw a more convincing conclusion, this thesis has conducted a case study on the Philippines to explore the relations between IMF and developing countries. By analyzing the character and effectiveness in the cooperative relations between IMF and different governments of the Philippines, this thesis has concluded that the influence of IMF on the Philippines has more advantages than disadvantages. Through such an exploration, the thesis has concluded that as for IMF' s policy guidance and suggestion, the governments of developing countries are direct executors, possessing more critical position. Above all, IMF does work as an external supervisor, thus exaggerating or deprecating IMF' s influence is not objective.
