Study And Design Of Network Bidding System Of Government Purchasing

Government is one of the largest users in domestic market of every country all over the world. The government purchasing, large and stable, is one of the most important measures of adjusting and controlling government economic. Bidding is widely used because of its character of openness, fairness and justness and its function of competition and optimization. But there are still many practical problems exist inducing the failure of bidding when it is put into practice. In order to avoid these matters people designed the network bidding system. The network bidding system not only enhances the efficiency of bidding and procurement, promoting the spirit of openness, fairness and justness, but also guarantees the legal rights of bidders.The network bidding system of government purchasing is a set of web network station and management system based on web platform. The item described in this thesis was supported by World Bank. Based on the introduction bidding methods, bidding flows and the detailed demands of network bidding, this paper has analyzed the basic technologies applied in the network bidding, furthermore designed the hardware platform, software structure. This system includes web network station, bid preparation, bid execution, bid succeed management, information center, system management etc. The network bidding system is satisfied with the six kind of purchasing methods which are limited in the purchasing law of P.R.C, that is, public bidding, invitation bidding, competitive negotiation, single source purchasing, inquiring price and other method agreed by supervisory department of government. Public bid is one of the complex bidding ways, is the critical point of bidding execution module. The thesis has designed the management system of opening bid, evaluating bid, abolishing bid, and notice for bid in public bid. The network bidding system, designed in this paper, has been on probation in Chongqing municipality.The securities of network and critical datum play an important role in network bidding. This paper has detailed introduced firewall, encryption and anti-encryption, digital signature, certificate authentication (CA) technologies, especially described the symmetry encryption and the non-symmetry encryption, certificate authentication and digital signature technology applied for sensible datum in network.
