Program management has played a more and more important role in the modern management. A lot of business enterprises is gradually changing the way of traditional management and adopting the method of program management to manage their important businesses. However, in this process, a lot of business enterprises are facing the management problem of a hard nut to crack, which is the problem of human resource. There is an outstanding problem about the Amalgamation of human resource in program management and in the company to optimize the use of human resource, and then push the program management and the management of human resource in the whole company to success. The shanghai bell company, which has been investigated by the author, is counting the same problem. Traditional mode of engineering management that was led, managed and carried out mainly by managers of different functional department will be change into program management. In the past, the manufacturing department and R&D center of the shanghai bell company only do some work of technique support and business managing, and the member of the program also be managed by its department, not building the team of human resource to meet the need of program management. After the appliance of program management, program manager will replace the pristine principal of program. Program management will permeate in the management of the section of functional department. The cross of management would inevitably bring the clash of the management. During the process of program management, for program members coming from different department, how to manage these members to arrive the aim both of the program management and the company, becomes an urgent problem. When we analysis the problems of the management of human resource in the shanghai bell company, we find that scientific idea and method of the management of human resource in program management is not only the need of program management, but also an efficiency way of promoting the level of the management of human resource in the company. To combine the management of human resource in program management and in the company, and to establish the inspirit system of management of company human resource, can not only decrease the conflict of management, most important of all, but also realize the diapason and positive movement of human resource management. After the deep analysis and research of the human resource management both in program management and in the whole company, we hope to provide some beneficial way of thinking and concrete method for many business enterprises with the same trouble.
