Abstract:After China's entry into the WTO, foreign banks will have chance to enter China banking market, which will increase the competitive pressure for the china state owned commercial banks. Recent years has seen great progress in the credit risk management, which is vital for a bank's health, in those banks, but as those state owned banks are in the transition process to become real commercial bank, there are still much room to improve for the credit risk management system in those banks. This thesis studies the history of credit risk management in state owned commercial banks using Bank of China as sample, makes comments on the credit management system in different economic stage, analysis the result of the poor credit risk management system in state owned commercial banks. The thesis briefs the efforts by Bank of China to improve its credit risk management system commencing on the year of 1996 and the achievements gained thereof, and criticize the defects of the then credit risk management system by illustrating the fraud in Bank of China New York: credit decision-making process was still influenced by administrative power, the credit risk could not be measured and managed quantitatively, and lack of concrete credit culture. The thesis combs the history of theories and practices of credit risk management in commercial banks , and summarizes the main trend in this area based on the study of the traditional credit risk analysis method and the modern risk management: independent risk management institution, matrix management structure, and quantitative management for the credit risk. With reference to the practices and experiences of international active banks as well as the requirements by the new Basel Accord to the credit risk management, the thesis discusses how to improve credit risk management in state owned commercial banks, such as establishing matrix management structure, effective decision -making process and quantitatively management.
