Research On The Responsibility Mechanism Of The Administrative Decision-making In Our Country Government

The administrative decision-making is the core of administration. The defect of democracy, science, rule by law in decision-making leads to the defect of scientific quality of the administrative decision-making in our country government. Responsibility mechanism establishment is a valid method of solving this problem. By means of the responsibility mechanism establishment, the defect of democracy, science, rule by law in decision-making could be overcome, the scientific quality of the administrative decision could be improved. This paper analyzes the cause of limitation of the administrative decision-making, point out that responsibility mechanism establishment is a valid method of solving this problem, then analyze the distinct forms of administrative decision-making responsibility, three different kinds of responsibility mechanism (self-discipline mechanism, supervision mechanism, ascertainment mechanism) that produce three kinds of basic power (self-discipline, supervision, ascertainment) and achieve the distinct forms of responsibility, these three kinds of mechanism form the whole framework of responsibility mechanism. On this base, this paper analyzes the present and the future of responsibility mechanism of the administrative decision-making in our country government.
