Research On The Lack Of Political Responsibility In Administrative Decision-making And Its Realizations

Democracy is the core of modern politics, and it shows as politics of duty.The modern government with responsibility implements politics of duty. It is responsible for its government behavior, and exercise the power of policy-making effectively. In the entire system of administrative management, the ability of government can be showed through administrative decision-making. The study of political duty has significant theoretical and pragmatic meaning to the whole research of administrative decision-making.The author first explains the subject and its significance, analyzes some related achievements both at home and abroad, and make clear the content and the way of research in this thesis.Followed that, this thesis do the study abide by a logical sequence of raising questions, analysing issues and solving problems. It analyzes and arranges the definition of the two main concepts of political resposibility and administrative decision-making,also including the related theories. It also discusses the importance of political responsibility in administrative decision-making in our government, which is a theoratical preparation for the following parts.After that, based on the above theories, this thesis deeply analyzes the reality of political resposibility in administrative decision-making in four dimensions of responsibility consciousness, authority possession, resposibility undertaking and resposibility investigation mechanism, and summarizes the concrete performances of the lack of resposibility. Then, combined with those performances, it explains the specific causes of the lack of responsibility in the aspects of the quality of administrators, the system guarantee of administrative decision-making, the scientific degree of administrative decision-making and the supervisory mechanism of administrative decision-making.Last, by consulting some successful cases and methods, the author tries to discuss the specific ways for improving the situation of the lack of political responsibility in administrative decision-making from the following three levels: bringing the function of partied at all levels into full play; establishing supervisory office for the legislative body; setting up rulling-by-law government. The topic of political responsibility in administrative decision-making is an important bonding point of administration and political science. Thus the research on it has significant theoretical and pragmatic meaning. However, at present, the problem of the lack of political responsibility in administrative decision-making id day by day prominent. It can be radically solved only through the joint effort of party, government and administrators,etc.
