Study On The Establishment Of Chinese Government Decision-making Responsibility Mechanism

Responsibility is the companion of power. Government, as the trustee of the public power which is legally binding, must bear the responsibility, if the exercise of the power violates the law. The management of society must be carried out in a state of balance kept between its power and responsibility. Decision theorist Herbert.A.Simon argues that the management is decision-making and as a matter of fact, the whole process of government management is a continuous process of decision-making. There is no management without decision-making. It is just through the behavior of decision-making that government and its departments achieve success in management of all the fields. In the process of decision-making, because of the traits of "economic man", lack of the responsibility factor in administrative culture, and imperfect responsibility system, government decision-making have entered a dilemma where government encounter a various of problems, such as inefficient decision-making, ambiguity responsibility of wrong-decision maker.To get out of the dilemma, this paper argues that government should establish and perfect the mechanism of decision-making responsibility to achieve the preventions and investgations of wrong decisions, so as to improve the efficiency of government decision-making.The first part of the article defines some concepts such as government responsibility, government decision-making and decision-making responsibility, and then discusses types of decision-making responsibility followed by the mechanism of decision-making responsibility. Then the paper puts forward the theoretical basis for the mechanism of decision-making responsibility, that is Social contract theory, People sovereignty theory, Ruling-by-law government theory, Responsible government theory. After this the paper analyse the motivations to establish the mechanism of decision-making responsibility mechanism.The second part of this paper analyses the dilemma government encountered by a couple of cases. This part gives us analysis of the current dilemma and tries to finger out the causes of the state through case analysis.The third part of this paper tries to give some proposals to solve the problems on the basis of the former analysis. Firstly, a kind of administrative culture which emphasizes responsibility should be established to improve the responsibility sense; Secondly, the establishment of the responsibility mechanism is suggested to be strengthend by providing a system which back up the mechanism. Besides, systems of legal law must be provided for investgations of the responsibility of the wrong decision. Last but not least, a system of decision-making responsibility supervision should be optimized to form a mechanism of decision-making responsibility control.
