As the setting-up of the market economic system and the promotion of land use system reform, more and more attention is paid to the value of the assets of the land resource. While land assets management meets the needs of urban construction, enterprise's reform, economic restructuring progressively, the problem of the generous loss of urban state-owned land assets seems outstanding day by day. This thesis discusses this issue qualitatively and quantitatively.First of all, this thesis proceeds from the concept of assets, describes the concept, formation, total amount and component of urban state-owned land assets in detail, defines the loss of urban state-owned land assets, expounds the characteristic of the loss of urban state-owned land assets. Secondly, this thesis analyzes the channels, types, forms and reasons of the loss of urban state-owned land assets in detail, explores the mechanism of the loss of urban state-owned land assets deeply from theoretical aspect. Moreover, this thesis structures the monitoring model of the amount of the loss of urban state-owned land assets and the monitoring indexes of the degree of the loss of urban state-owned land assets, and on this basis, explains the principle and method of classifying the degree of the loss of urban state-owned land assets by using systematic cluster analytic approach and Fisher differentiate analytic approach. Based on the 71 sample plot data obtained from the fact by investigation, the thesis conducts positive analysis about the quantity of dropouts monitoring model of urban state-owned land assets and its loss degree monitoring method. At the end of the thesis, several precautionary countermeasures aimed for guarding against the loss of urban state-owned land assets are raised from the idea of realizing, system, market and legal construction and science and technology application aspect.
