Through the study on the current situation of tender and bid about irrigation works, have described the background and meaning of the subject research. Though the study on current situation, have analyzed the main influential factor of the winning a bid rate, from owner's inclination, technological respects, such as strength, the states of price factor, rival, the contractor's financial situation and management unit, etc. Have revealed the question which the competitor should study in order to improve the winning rate of bid, and to obtain better economic benefits, and have proposed the corresponding countermeasure.Analyze the tactics and skill that choose of bidding project of irrigation works with the method of qualitative and quantitative analysis. Expound the characteristics; workflow and constitutes of tender biding about irrigation works in detail. Offer the bid decision model based on AHP and traditional Friedman model.
