In the past few decades,the conflict between nations has decreased,while the number of domestic conflicts has continued to rise.This change in the international situation coupled with the frequent occurrence of natural disasters resulting in dramatic increase in the number internally displaced persons(IDPs),which is now far exceeds that of refugees.The issue how to protect and assist the IDPs have gradually attracted the attention of the international community.The Office of the United Nations High Commissioner for Refugees(UNHCR),established as an institution dedicated to solving the refugee problem,has gradually grew into an organization to protect and assist IDPs since the 1970 s,especially the remarkable achievements since 2006 when applying the “Cluster Approach”.This thesis summarized the UNHCR’s efforts to protect and assist conflict-induced IDPs by applying cluster approach and the challenges in the process during 2006-2013.The conclusion got from the analysis is that the cluster approach is an effective mechanism for the resolution of internal displacement, but the problem will still plague the international community for a long time.
