The controvert about the nature as a branch of law of 《consumers' protection law》 is always the hot topic in law circle. Because 《consumers' protection law》 adjust civil relation and administration relation, some scholars define 《consumers' protection law》 as civil special law or administrative law. But 《consumers' protection law》doesn't mainly adjust the two relations. If influenced by civil law or administrative law, legal rights of consumers cannot be satisfied. Because of lack of guidance from economic law, there are some issues in depute when 《consumers' protection law》 was enforced. Economic law exclusively adjusts interests of increment relation. The relation that 《consumers' protection law 》 mainly adjust between business operators and consumer unit is a kind of interests of increment relation. From the deep angle, 《consumers' protection law》 adjusts kinds of competitive relations between business operators that used consumers as the intermediate for contending profit. So 《consumers' protection law》 should be defined as competition law. Regulating business operators' cheats as the price of sacrificing the resource in 《consumers' protection law》 coincident with the value of environment protection law. In essence, 《consumers' protection law》 should be defined as economic law. Reinforcing of consumers' rights from economic law angle will benefit to punish illegal business operators and safeguard fair competition and promote sustainable development, to show attribution of 《consumers' protection law》. In order to perfect current 《consumers' protection law》, we should establish the right of the individual economic-public-interests and enhance the function of the consumer organization to improve the substantive law. At the same time, we should establish consumer protection procedure law.
