With the deepening of economic restructuring, enterprise groupings in China is also experiencing the transition from the initial experimental period gradually to the standardizing management. However, because the behavior and ideology have not fundamentally broken away from the conventional planning model, a lot of problems and conflicts come up gradually during enterprise groupings developing as follows: financial strategy, financial policy and financial system are all in Chaos; headquarter is lack of strength in integrating and coordinating as well as supervising and monitoring the financial resource of the group; the stimulation plan has not been implemented effectively; enterprise members of different levels and their managers differ greatly in reverse selecting of management objectives, etc. Therefore the enterprise groupings are forced to reconsider the future development and management with continuous innovation ideology and choose the proper position with wide views.In accordance with the current financial management of Dongan Group, the paper goes deep into the problems existed and gives suggestions on optimizing the financial management system in terms of cash flow control, cost control, and capital operation in combination with the working experiences according to the financial theory.
