It expatiates systematically on project necessity, technique feasibility and economic social benefit. By means of break-even analysis and sensitivity analysis, this thesis analyzes non-certain of the project. As a result, forming an evaluation index system with standard evaluation parameters and reflecting the characteristics of paper projects, which combines static evaluation with dynamic evaluation, joins with the evaluation procedures for common engineering projects. The research result has been put into use in the economic evaluation for the paper project in Russia for JiaMuSi Paper group, thus the research result has both theoretical significance and guiding practice function.This thesis, from the angle of project corporative person, has studied feasibility of new built paper project and let it independent from common engineering projects. So this kind of evaluation method conforms more to the characteristics of the projects of making paper and made the evaluation result more scientific and reliable, especially standing out the characteristics of transnational siting. The evaluation result has provided the reference for JiaMuSi Paper group to make investment decision and attraction social investment. Analysis result states that individual related index of the project are better .The project will be feasible.
