Since the industry of railway' s locomotive and vehicle was separated from Ministry Railway, the environment of the production of railway' s locomotive and vehicle has been formed. To acquire comparative superiority, each factory uninterrupted has advanced its competence.The production of railway passenger car of Xi' an Rolling Stock Works is faced same environment. Along with the works has being innovated, the department of repairing of the passenger car was separated and the Division of repairing of passenger car was composed. It is oriented to the profitable center.Starting from the research of production competitive strategy of repairing railway passenger car of Xi' an Rolling Stock Works, the competitive environment and internal analysis are discussed, which provide two competitive strategy --low-cost and focus.To provide the felicitous competitive strategy of the Division, the methods that theory combines with practice mutually is adopted and the modern theory and the newest viewpoint including strategy management are applied, the factors are analyzed which including its internal and external environment, so as to find its internal superiority and inferior position, external threaten and opportunity. And the methods of SWOT and PPM is adopted to evaluate these strategy' s rationality and applicability. Under evaluating, the data of history and forecast is used, the implement plans and management measures is established, and the countermeasures and suggests adopted for competitive strategy are brought toward.The paper is capable of great aid and strong warning to participate in market competition and establish competitive strategy for the Division of repairing of railway passenger car.
