Studying China's diplomatic concept has been a lacking in the field of China's diplomacy. However, being a large political country with long history and civilization, and coming into the new century filled with opportunities and challenges, China needs a grand and wise diplomatic concept and corresponding diplomatic strategy.The development of China's diplomtic concept experienced three periods: Mao Zedong, Deng Xiaoping, Jiang Zemin. The development is shown by their understanding of the world and China: their judgement of times topic change from"War and Revolutkm"to "Peace and Development"; their understanding of the world structure change from"Two camp". "Three worlds" to "Several poles" and to"Close but not the same". Their understanding of China change from"world's revolutionary "to"one of several poles" to"responsible country". These changes showed different charactics of their deplomatic ideas: Mao's revolutionary Deng's realistic and Jiang's open ideas.When coming into 21th century, the international system are experiencing the most profound changes and the changes of China's actual strength are bound to bring a great difference in China's international position . influence and national interest. So China should choose a correct diplomatic concept and strategy. When understand the world, we should not only respect the reality but being advanced. When understand China, we should see it not only as a responsible country but a strong country in the world. As a result, the deplomatic strategy China should choose is "surpass", means pursuing existing in coorperating and development in sharing benefits.
