Sichuan Highway Cure System Reform Study

With the rapid development of socialist market economy of our country, Sichuan province' s highway cure system that formed at the beginning of the 1990s' has been appearing a great deal of drawbacks. These drawbacks restrict seriously the development of Sichuan traffic construction. For the sake of finishing the long-range plan offered by Sichuan Province People' s Government in time that the structural reforms in Sichuan highway cure system must become market-oriented perspective overall at the end of 2010, and, for the sake of providing a reforming train of thought and a referential model to the whole province, the author surveyed on the spot 11 cities such as Chengdu, Nanchong, Ganzhi state and 32 counties from March to September 2003. Through the survey, the author has found .out the current situation and many drawbacks of Sichuan highway cure system, on which the researches and writing of this thesis based.Through analyzing the reason why those drawbacks formed, the author used the expffliences of western developed countries' highway cure system and reform practices of that in some areas of China for references. Then, a reform train of thought of Sichuan highway cure system is furnished. If the government want to break the "mess" of the highway cure system, the author suggests that the government has to solve well three major insurances such as retirement, unemployment, medical treatment and Housing allowance and compensation payment of resignation of all maintenance workers. For advancing the reform in Sichuan highway cure system smoothly and avoiding further accumulating and deepening of the contradiction of funds' supply and demand, the author proposes that Sichuan traffic office should strengthen supervision of funds to local traffic through budget management and make the financial management of the chargeable roads in order and standard. At the end of the paper, the author provides four kinds of concrete modes of the initial stages of system reform, that is, Share-issuing enterprise, limited company hold by state-enterprise, running an institution with commercial view, contracting cure system. Sichuan highway cure system would become marketable and be in line with international standards though these four modes finally.
