One of the main reasons of the existence of many contradictions with the development of national economy is the restriction by the 'System Bottle-neck'. It is well known that System Issue is the basic issue in administering affairs, as it can help to balance the investment and benefits, and to make the fullest use of the limited highway construction fund. Whether or not the System be reasonable will relate to success or failure of administering affairs. China's Highway Administering System Reforming has experienced a flexural period as never happens in other countries. The administering authority had been authorized and withdrawn for times like a fried beans. Many pondering and arguments concerned with the Highway Administering System Reforming have being occurred and will go on endless, which will be better?- is it the Straight Line System, the Functional System or a combining System? The current such condition is seriously restricting the reforming just like a iron loop that even can lead to a repeating chaos with the highway administering system. There are two reasons for this: 1. Vague subjective perspectives. I.I misunderstanding that highway is a governmental section, and it is the duty of government to construct, maintenance, manage highway and collect fees. 1.2. Regarding highway affairs as a behavior of pure public benefits. 2. Objective reasons. The current highway construction has entered a new stage, and as an infrastructure with key investment in the country, it is going in full swing around the country. Therefore, the problems existing in systems are still keeping silent.At present, there are three modes in highway administering: 'Straight Line System', '"Functional System ' and 'Combining of Straight Line and Functional S37stem'. These kinds of systems cannot adapt themselves to the highway development in system, managing .measures and management benefits, no matter with the existence of themany inconsistent factors such as crossing of internal functions and repeated organizing sections. The unreasonable system must be a barrier preventing the highway administering from the sustainable development. Today's administrators shall not only emphasize valid utilizing of rare resources but endeavor to solve problems for sustainable development. In view of the current highway administering system cannot keep up with future social economy and highway develop. I think it is urgent to take effective measures to reform. The breakthrough shall be to adapt managing organization system and convert governmental functions according tocoming requirements of economy and highways affairs, and socialist market economy, which are basis and directions in system development; Admittedly, various problems will appear in reforming, so a serial polices and protection measures as well asinstitutions are needed to be established scientifically to coordinate relationships and set up functional system so as to develop highways rapidly. However highway system reforming is hard to progress as a system engineering, and the implementation of national institutions reforming has provided conditions and enlightenment for highway reforming as well as opportunities and success.Management function is one of the bases for establishing management system, under which organization institutions are virtually the carrier fulfilling the functions. The duty of highway administering system reform, by adjusting the present organization system, is to adapt itself to the highway development requirements. With a view from the current highway management and its development objective, and considering the characteristics and functions and the impact by the reform of local highway management system, there are two modes to be selected: improvement type and combination type. The two types are featured by strong flexibility and functional agility and can be used in the east, west and middle regions of China for reference.
